Central Govt Disabled Employees: Assistive Devices के लिए 80% तक advance की नई सुविधा

Central Government के employees with disabilities के लिए Department of Empowerment of Persons with Disabilities (DEPwD) ने 7 September 2026 को एक महत्वपूर्ण clarification जारी किया है। इसके तहत Ministries और Departments अब prescribed aid या assistive device खरीदने के लिए estimated cost का up to 80% advance consider कर सकते हैं।

यह सुविधा existing ₹10 lakh every three years ceiling के अंदर रहेगी। सबसे जरूरी clarification यह है कि ₹10 lakh कोई cash grant नहीं है और 80% advance भी automatic entitlement नहीं है।

पहले क्या व्यवस्था थी और अब क्या बदला?

DEPwD ने 22 September 2025 के framework में employees with disabilities के लिए prescribed aids और assistive devices उपलब्ध कराने की व्यवस्था दी थी।

उसमें मुख्य रूप से दो routes थे:

Employee device खरीदे → admissible cost का reimbursement

या

Department device खरीदे → employee को उपलब्ध कराए

अब 7 September 2026 clarification ने एक practical तीसरा option जोड़ा है:

Purchase से पहले advance भी consider किया जा सकता है।

यही इस fresh order का सबसे बड़ा बदलाव है। Official DEPwD circular list भी 2025 parent policy और 2026 clarification को अलग-अलग documents के रूप में दिखाती है.

80% advance का मतलब क्या है?

Fresh O.M. कहता है कि concerned Ministry या Department prescribed device की estimated cost का maximum 80% तक advance consider कर सकता है।

उदाहरण के लिए:

  • Device cost ₹2 lakh → 80% calculation ₹1.60 lakh
  • Device cost ₹5 lakh → 80% calculation ₹4 lakh
  • Device cost ₹10 lakh → 80% calculation ₹8 lakh

लेकिन ये केवल calculation examples हैं।

Order में “may consider” wording इस्तेमाल हुई है। इसलिए employee यह assume नहीं कर सकता कि 80% amount automatically sanction हो जाएगा।

₹10 lakh every three years का सही मतलब क्या है?

₹10 lakh को सबसे सावधानी से समझना जरूरी है।

यह:

₹10 lakh Government grant नहीं है।

यह existing framework के तहत aids और assistive devices की overall prescribed ceiling every three years है। Fresh advance facility भी इसी limit और 22 September 2025 O.M. की बाकी conditions के अधीन रहेगी.

Official DEPwD records confirm करते हैं कि 22 September 2025 का parent circular Central Government establishments में employees with disabilities के लिए aids और assistive devices से संबंधित था.

अगर किसी case में excess advance release हो जाता है, तो fresh O.M. के अनुसार अतिरिक्त amount applicable financial rules के तहत recover या adjust किया जा सकता है.

नई clarification की जरूरत क्यों पड़ी?

इस clarification के पीछे एक practical administrative issue था।

Attached Ministry of Civil Aviation communication में Sh. Ashok Aggarwal और Sh. Rama Shankar से जुड़े prescribed assistive-device cases का उल्लेख है। Employees ने procurement के लिए advance मांगा था, लेकिन earlier framework में advance sanction करने का mechanism स्पष्ट रूप से specified नहीं था।

Civil Aviation Ministry ने इसी मुद्दे पर DEPwD से guidance मांगी।

इसके बाद DEPwD ने कहा कि timely reasonable accommodation facilitate करने के लिए advance की व्यवस्था allow करने पर Department को कोई objection नहीं है.

इसका practical फायदा यह है कि expensive prescribed device खरीदने के लिए employee को हमेशा पहले पूरी रकम स्वयं arrange करने की जरूरत न पड़े।

किसके लिए है यह सुविधा?

Order का subject employees with disabilities के लिए prescribed aids और assistive devices से संबंधित है और इसे Government of India के सभी Ministries/Departments के Secretaries को भेजा गया है.

इसलिए इसे:

  • ex-servicemen की नई cash scheme;
  • defence pension benefit;
  • retired veterans के लिए ₹10 lakh सहायता;
  • या सभी serving Armed Forces personnel के लिए automatic benefit

के रूप में नहीं समझना चाहिए।

SWN audience में इसका सबसे direct relevance Central Government employees with disabilities, including applicable defence civilian establishments, के लिए हो सकता है।

क्या application process भी जारी हो गया है?

Fresh O.M. कोई common national application portal या universal application form नहीं देता।

इस clarification में कोई fixed:

  • application deadline;
  • standard document checklist;
  • processing timeline;
  • direct bank-payment procedure;
  • automatic sanction mechanism

specified नहीं है।

इसलिए eligible employee को अपने concerned Ministry/Department के administrative process के अनुसार case submit और process कराना होगा।

What employees should know?

Fresh 7 September 2026 clarification का real benefit advance-before-purchase option है।

पहले existing framework में reimbursement या Department द्वारा direct procurement का route था। अब Ministry/Department के पास eligible case में estimated device cost का up to 80% advance consider करने की flexibility भी है।

Simple terms में:

₹10 lakh = overall three-year ceiling

80% = advance की maximum limit that may be considered

Automatic payment = No

Fresh change = device खरीदने से पहले advance की possibility

यही इस order की वास्तविक significance है।
