Assam has approved an important employment relief for ex-servicemen seeking State Government jobs. The Assam Cabinet has approved increasing the upper age limit for ex-servicemen seeking the benefit of reservation in Grade III and Grade IV posts from 42 years to 45 years.
The decision is particularly relevant because Assam already provides 2% reservation for ex-servicemen in Grade III and Grade IV State Government posts. The change is intended to give retired Armed Forces personnel a more practical opportunity to use that reservation after leaving military service.
What has the Assam Cabinet approved?
According to the Times of India report, the Cabinet approved raising the maximum age for ex-servicemen availing the 2% reservation in Grade III and Grade IV posts from:
Earlier: 42 years
Cabinet approved: 45 years
Chief Minister Himanta Biswa Sarma said the earlier age ceiling created a practical difficulty because Armed Forces personnel may retire around that stage of life. If they could not secure a Government job soon after retirement, the existing age limit could leave them with little opportunity to use the reservation benefit.
The Chief Minister also said that during a recent visit to the Assam Regimental Centre in Shillong, a request had been made to increase the age limit to 45 years so that personnel from Assam serving in the Army could benefit.
What was the earlier official age rule?
The Assam Government’s Office Memorandum dated 2 September 2020 is useful for understanding the previous position.
That OM increased the general upper age limit for entry into Grade III and Grade IV State Government service from 38 to 40 years.
For ex-servicemen, an additional two-year relaxation was provided, making the upper limit:
40 + 2 years = 42 years
The same official OM specifically recorded an upper age limit of 42 years for ex-servicemen.
This is the 42-year ceiling that the latest Cabinet decision proposes to increase to 45.
Is there really 2% reservation for ex-servicemen in Assam Government jobs?
Yes. This is supported by official Assam Government documents.
The Assam Gazette Extraordinary dated 3 February 2022 contains the rules regulating reservation for ex-servicemen in State Government Grade III and Grade IV posts.
Rule 4 states that:
2% of posts in each category of Grade III and Grade IV are reserved for ex-servicemen.
The Directorate of Sainik Welfare, Assam also lists the Government notification relating to 2% reservation of Class/Grade III and IV posts for ex-servicemen on its official website.
How is the 2% reservation structured under the existing rules?
The 2022 rules contain another useful detail.
Within the 2% ex-servicemen reservation:
- 25% of the reserved share is earmarked for disabled ex-servicemen whose disability arose in service and families of deceased ex-servicemen killed in action.
- The remaining 75% of the reserved share is for other ex-servicemen.
This does not mean 25% of all Government vacancies are reserved. It refers to the internal distribution within the existing 2% ex-servicemen quota.
What did the previous rules say about category-wise age relaxation?
The existing 2022 rules specify an ex-servicemen upper age of 42 years under the earlier framework.
They also contain separate provisions for ex-servicemen belonging to reserved categories. Under those existing rules:
- SC/ST ex-servicemen could get an upper age limit up to 47 years
- OBC/MOBC ex-servicemen could get an upper age limit up to 45 years
This is an important area where the final amendment notification will matter.
The news report confirms that the Cabinet has approved changing the general ex-servicemen ceiling from 42 to 45, but the source available to us does not explain how the existing SC/ST and OBC/MOBC ex-servicemen provisions will be rewritten after the amendment.
Therefore, those category-specific limits should not be assumed to have automatically changed until the formal Government notification is issued.
Why is the change important for retiring Armed Forces personnel?
The logic given by the Assam Government is straightforward.
Under the earlier framework, an ex-serviceman could use the reservation only up to the age ceiling of 42 years. The Chief Minister said personnel who retire around that age could be left with almost no meaningful period in which to compete for a reserved Government post.
Increasing the ceiling to 45 years potentially creates an additional window for eligible ex-servicemen to participate in Grade III and Grade IV recruitment.
Importantly, this is an age-eligibility change connected to an existing reservation benefit. It is not an announcement of new vacancies.
Does the decision mean jobs have been announced?
No.
The Cabinet decision should not be confused with a recruitment notification.
The available sources do not announce:
- a new number of Grade III or Grade IV vacancies;
- an application opening date;
- a common recruitment deadline;
- department-wise posts;
- salaries; or
- a new selection examination.
Eligible applicants will still have to follow the conditions of the specific recruitment notification when vacancies are advertised.
Has the 45-year rule already been formally notified?
This is the most important clarification.
The Cabinet approval is confirmed through the reported Cabinet decision, but in the official Assam Government material reviewed for this article, the existing published rules still show the earlier 42-year ex-servicemen limit.
I have not found, among the source documents used for this article, the subsequent Personnel Department amendment/Gazette notification replacing the old 42-year provision with 45 years.
Therefore, at this stage the accurate wording is:
“Assam Cabinet has approved raising the upper age limit from 42 to 45 years.”
It would be premature to state that every ongoing recruitment has already begun accepting applications up to age 45 unless the concerned recruitment notice or formal Government amendment confirms it.
