The Labour Bureau, Ministry of Labour & Employment, has revised Variable Dearness Allowance (VDA) for workers in Central Sphere scheduled employments with effect from 1 October 2026. The order is based on the Consumer Price Index for Industrial Workers (CPI-IW) and includes revised minimum wages for Watch & Ward duties, a category in which some ex-servicemen may be employed.
At the same time, media reports have increased expectations of a 3% Dearness Allowance/Relief hike from July 2026 for government employees and pensioners. However, one distinction is essential: the VDA order is official, while a fresh Central Government DA/DR order for July 2026 was not visible on the Department of Expenditure’s official circular page at the time of checking.
What has officially changed from 1 October 2026?
The Labour Bureau order dated 30 September 2026 revises VDA after the relevant CPI-IW average increased from 424.80 to 431.42, a rise of 6.62 points.
For Watch & Ward duties, the revised total daily minimum wages are:
| Category | Area A | Area B | Area C |
|---|---|---|---|
| Without Arms | ₹1,024 | ₹933 | ₹794 |
| With Arms | ₹1,111 | ₹1,024 | ₹933 |
These figures include basic wages plus VDA.
This can be relevant for eligible ex-servicemen working as security personnel in establishments covered by Central Sphere minimum-wage rules.
VDA and Central Government DA are not the same
This is the most important clarification.
The Variable Dearness Allowance order does not revise DA for regular Central Government employees or DR for pensioners.
VDA applies to covered workers under minimum-wage provisions. Central Government DA/DR is separately revised through a decision and order of the Government of India.
The latest official Department of Expenditure listing available during verification still showed the 22 April 2026 order revising DA from 58% to 60% with effect from 1 January 2026 as the latest 7th CPC DA revision.
Therefore:
VDA revised = Confirmed
Central DA/DR July 2026 hike = Official order still awaited at the time of checking
What are reports saying about a 3% DA/DR increase?
Several reports indicate that a 3% DA/DR increase from July 2026 is expected.
In Uttar Pradesh, reports say the state government is preparing to increase DA for employees and DR for pensioners by 3%, with the increase expected to take effect from July 2026.
However, even Dainik Jagran reported on 5 October that the UP government was still waiting for the Centre’s decision on DA, while preparations for the festive bonus were progressing.
This is important because media anticipation should not be treated as the same thing as an official Central Government order.
What about the Diwali bonus?
Reports concerning Uttar Pradesh suggest that eligible non-gazetted employees may receive a festive bonus, with figures of roughly ₹3,400 to ₹7,000 being discussed.
But bonus and DA are two separate benefits.
DA/DR compensates employees and pensioners for inflation.
Bonus is governed by a separate order, eligibility criteria and calculation.
Therefore, an expected DA hike does not automatically confirm the bonus amount, and vice versa.
Will arrears come with November salary or pension?
Reports have suggested that if the DA/DR hike is approved from 1 July 2026, employees and pensioners could receive arrears along with a subsequent salary or pension cycle around the festive period.
But the exact payment month should be treated as expected, not confirmed, until the competent government issues the formal order and payment instructions.
What should employees and pensioners understand right now?
The current position can be summarised simply:
Conclusion
The 30 September order is important, especially for workers covered under Central Sphere VDA rules, including eligible Watch & Ward employees.
But it should not be used as proof that the Central Government has already formally approved the July 2026 DA/DR hike.
For Central Government employees, defence personnel and pensioners, the decisive document will be the Department of Expenditure DA order and the corresponding DR instructions.
Until those appear, a 3% increase should be described as expected/reported, not finally notified.
