The Ministry of Finance has permitted advance disbursement of September 2026 salary, wages and pension on 25 September 2026 to avoid possible disruption from a proposed three-day nationwide bank strike scheduled from 28 to 30 September 2026.
The Office Memorandum was issued on 23 September 2026 by the Controller General of Accounts (CGA), Department of Expenditure, Ministry of Finance.
The order specifically covers Central Government employees and pensioners, including Defence, Posts and Telecommunications. It also allows September wages of Central Government industrial employees to be paid in advance.
The key point for pensioners is that September 2026 pension may be disbursed by Banks/PAOs on 25 September 2026.
Why has the Government allowed early salary and pension payment?
The Finance Ministry memorandum refers to a communication from the Department of Financial Services dated 21 September 2026 regarding a proposed three-day nationwide bank strike from 28 September to 30 September 2026.
The Government noted that banking transactions could face disruption during this period.
Since the strike dates also fall close to the end of September and the closing days of the current quarter, the Government decided to permit certain payments to be processed earlier to minimise inconvenience.
When can September 2026 salary be paid?
The memorandum states that salary and wages for September 2026 may be drawn and disbursed on Friday, 25 September 2026.

The order therefore provides an advance-payment mechanism rather than waiting for the usual month-end disbursement.
What does the order say about Central Government pensioners?
It states that pension for September 2026 of all Central Government pensioners may also be disbursed by Banks/PAOs on 25 September 2026.
For the Sainik Welfare News audience, this is particularly important because the order expressly includes the Defence establishment while dealing with Central Government payments.
However, the memorandum uses the expression “may be disbursed”. It should therefore not be interpreted as guaranteeing that every pensioner’s individual bank account will necessarily receive the credit at exactly the same time on 25 September.
Actual credit can depend on processing by the concerned Bank/PAO and payment system.
What happens to industrial employees?
The Government has separately permitted the September 2026 wages of industrial employees of the Central Government to be disbursed in advance on 25 September 2026.
This brings industrial employees within the same early-payment arrangement created in view of the proposed banking disruption.
Is the 25 September payment an extra salary or extra pension?
No.
The Finance Ministry has made it clear that salary, wages and pension released under this arrangement are to be treated as advance payments.
This means the Government is advancing the normal September payment date. It has not announced an additional pension, additional salary, bonus or special allowance through this Office Memorandum.
Will there be any adjustment after the advance payment?
The memorandum says that the advance salary, wages or pension will remain subject to adjustment after the full month’s entitlement is determined.
It further states that any required adjustment will be made from October 2026 salary/wages.
This does not mean that every employee will necessarily face a deduction. An adjustment would arise only if one becomes necessary after the final entitlement for September is determined.
The memorandum does not separately state that every pensioner’s October pension will automatically be reduced.
What about other Government payments due at the end of September?
The order is not limited only to salary and pension.
The CGA has noted that the proposed strike coincides with the closing days of the current quarter.
Government offices have therefore been advised that other payments and banking transactions scheduled towards the end of September may also be processed in advance, wherever feasible, to prevent avoidable delays and disruption.
This is an important administrative point because September-end also marks the end of the second quarter of the financial year.
What instructions have been given to Ministries and banks?
All concerned Ministries and Departments have been asked to immediately bring the instructions to the notice of their offices for necessary action.
The Reserve Bank of India has also been requested to communicate the instructions to all paying branches of banks so that the advance-payment arrangement can be implemented.
The memorandum has been issued with the approval of the Controller General of Accounts of India.
Does this order announce any pension increase or DA/DR revision?
No.
The Office Memorandum deals only with the timing of September 2026 salary, wages and pension payments because of the proposed banking disruption.
It does not announce:
- pension revision;
- Dearness Relief increase;
- Dearness Allowance increase;
- additional pension;
- bonus;
- new pension calculation formula;
- any change in pension entitlement.
Readers should therefore distinguish an early disbursement order from a pension enhancement order.
What Defence pensioners should know?
For Defence pensioners, the most relevant provision is that September 2026 pension has been permitted for advance disbursement on 25 September 2026 as part of the wider Central Government arrangement.
The measure has been introduced to reduce the risk of payment disruption around the proposed bank strike and September-end banking closure.
Pensioners should not interpret the early credit as an increase in pension. The amount represents the September pension being released ahead of the normal month-end schedule.
The practical takeaway is simple: the Government has enabled early September pension payment because of the expected banking disruption, while the underlying pension entitlement itself remains unchanged.
