Ministry of Defence के Department of Ex-Servicemen Welfare ने ECHS beneficiaries के लिए Aadhaar-based identity verification से जुड़ा नया framework notify किया है। S.O. 5482(E), dated 7 October 2026 के तहत ECHS benefits लेने वाले beneficiaries को Aadhaar authentication कराना होगा या Aadhaar number होने का proof देना होगा। यदि किसी beneficiary को अभी Aadhaar number allot नहीं हुआ है, तो उसके लिए enrolment और alternative verification की व्यवस्था भी रखी गई है.
नया Aadhaar rule किन ECHS benefits पर लागू है?
Notification में Aadhaar-based identity verification को केवल ECHS membership तक सीमित नहीं रखा गया है। यह framework निम्न ECHS services से जुड़ा है:
- ECHS membership
- ECHS Polyclinic facilities
- Service Hospitals में ECHS facilities
- ECHS empanelled hospitals में facilities
- ECHS beneficiaries से जुड़े claims processing और अन्य संबंधित functions
यानी notification का उद्देश्य beneficiary की identity को ECHS services और claims के दौरान अधिक व्यवस्थित तरीके से verify करना है.
Aadhaar है तो क्या करना होगा?
जिस beneficiary को Aadhaar number allot हो चुका है, उसे ECHS benefit लेते समय Aadhaar authentication कराना होगा या Aadhaar number होने का proof देना होगा.
Aadhaar अभी नहीं बना है तो क्या होगा?
Aadhaar number न होने का मतलब यह नहीं है कि beneficiary automatically ECHS benefit से बाहर हो जाएगा।
ऐसे beneficiary को Aadhaar enrolment के लिए application करना होगा। जब तक Aadhaar number allot नहीं होता, वह Enrolment ID (EID) और prescribed identity documents के जरिए अपनी identity establish कर सकता है। ECHS organisation को ऐसे beneficiaries के enrolment या Aadhaar details update कराने के लिए suitable arrangements करने की जिम्मेदारी भी दी गई है.

18 वर्ष और उससे अधिक beneficiaries के लिए कौन से documents मान्य हो सकते हैं?
Adult beneficiary को Aadhaar अभी allot नहीं हुआ है तो enrolment acknowledgement/EID के साथ notification में दिए गए prescribed photo identity documents में से कोई एक इस्तेमाल किया जा सकता है।
इनमें प्रमुख रूप से शामिल हैं:
- Voter Photo Identity Card
- Ration Card
- Indian Passport
- Government/PSU medical or insurance identity card
- Serving/retired public servant identity document
- 10th/12th certificate or marks statement issued by a recognised board
- Disability Certificate या UDID Card
- Driving Licence
- prescribed legal guardianship/adoption documents
- Department of Ex-Servicemen Welfare द्वारा आगे specify किया गया अन्य document
कुछ categories, जैसे foreign nationals या legal guardianship वाले cases, के लिए अलग prescribed documents भी notification में दिए गए हैं.
18 वर्ष से कम बच्चों के लिए क्या व्यवस्था है?
यदि beneficiary बच्चा है और Aadhaar number अभी allot नहीं हुआ है, तो Aadhaar enrolment application उसके parent या legal guardian की consent से किया जाएगा.
ऐसे cases में EID के साथ age और parent/legal guardian से relationship establish करने के लिए prescribed documents इस्तेमाल किए जा सकते हैं। इनमें birth certificate, Indian passport, recognised school board के certificates और अन्य specified documents शामिल हैं.
सबसे महत्वपूर्ण safeguard यह है कि किसी बच्चे को केवल Aadhaar authentication fail होने या Aadhaar proof उपलब्ध न होने के कारण ECHS benefit से deny नहीं किया जा सकता। उसकी identity और parent/legal guardian के साथ relationship alternative verification से establish किया जा सकता है.
Fingerprint या biometric authentication fail हो जाए तो क्या होगा?
यह provision विशेष रूप से senior veterans के लिए महत्वपूर्ण है।
यदि fingerprint, facial image या iris-based Aadhaar authentication fail होता है, तो notification alternative options देता है:
- दूसरे biometric mode का उपयोग
- OTP-based authentication
- Aadhaar Secure QR Code की offline verification
- Aadhaar Paperless Offline e-KYC
- UIDAI digital signature के जरिए verification
इसलिए biometric authentication failure को ECHS benefit के automatic rejection के रूप में नहीं देखा जाना चाहिए.
Adult bona fide beneficiaries के लिए भी exception mechanism है
Notification में यह भी कहा गया है कि 18 वर्ष या उससे अधिक आयु के genuine beneficiaries को technical या authentication-related कारणों से legitimate ECHS benefit से वंचित न होना पड़े। इसके लिए ECHS organisation को Direct Benefit Transfer Mission के prescribed exception handling mechanism का पालन करना होगा.
ECHS organisation की क्या responsibility होगी?
Notification beneficiary पर केवल Aadhaar requirement नहीं डालता। ECHS organisation को भी:
- unenrolled beneficiaries का Aadhaar enrolment facilitate करना है;
- Aadhaar details update कराने में सहायता करनी है;
- convenient locations पर enrolment facilities arrange करने के उपाय करने हैं;
- beneficiaries को Aadhaar requirement के बारे में व्यापक publicity के जरिए inform करना है.
क्या इस notification से ECHS treatment entitlement बदल गया है?
यह notification मुख्य रूप से Aadhaar-based identification और authentication procedure से संबंधित है।
इसमें ECHS contribution बढ़ाने, medical entitlement घटाने, empanelled hospital entitlement बदलने, dependent eligibility में बदलाव करने या सभी beneficiaries को नया ECHS card बनवाने जैसी कोई नई व्यवस्था नहीं दी गई है।
नया ECHS Aadhaar rule कब से लागू है?
Notification में स्पष्ट किया गया है कि यह व्यवस्था Official Gazette में publication की date से effective होगी.
Notification itself 7 October 2026 dated है और Ministry of Defence, Department of Ex-Servicemen Welfare द्वारा जारी किया गया है.
ECHS beneficiaries के लिए सबसे जरूरी बात
नए rule का मतलब यह नहीं है कि “Aadhaar नहीं तो ECHS treatment नहीं।”
Aadhaar authentication अब beneficiary identification का formal part बनाया गया है, लेकिन Aadhaar allot न होने, child beneficiary होने या biometric authentication fail होने की स्थिति में notification ने alternative verification और exception mechanisms भी दिए हैं।
