The ECHS empanelment of Harihar Hospital at Gutkar in Mandi, Himachal Pradesh, has run into a renewal problem, raising concern among ex-servicemen, war widows and dependants who use the hospital for specialised treatment.
According to a report published on 19 September 2026, the hospital’s ECHS Memorandum of Agreement reportedly expired on 9 September 2026. The Mandi Ex-Servicemen League says the renewal has been held up because a required pollution-related clearance could not be completed. It has sought urgent intervention and a temporary three-month relaxation while the administrative issue is resolved.
What has happened at Harihar Hospital?
The issue was discussed by the governing council of ex-servicemen units in Mandi district under the chairmanship of Brig Khushal Thakur (Retd), YSM.
According to the council, Harihar Hospital’s ECHS MoA expired on 9 September, affecting access to the facility under the ECHS network. The hospital is reported to serve beneficiaries from Mandi, Kullu, Lahaul-Spiti, Bilaspur and Hamirpur, particularly for specialised and tertiary care.
The Ex-Servicemen League has asked the Himachal Pradesh Government and concerned authorities to help resolve the renewal issue quickly.
Why has the ECHS renewal reportedly been delayed?
The veterans’ body says a mandatory certificate from the Himachal Pradesh State Pollution Control Board is pending.
This requirement is consistent with official ECHS empanelment documentation. An ECHS checklist for healthcare organisations requires, where applicable, certificates relating to:
- Biomedical Waste;
- Air clearance;
- Water clearance;
from the State Pollution Control Board, along with other statutory documents such as Fire NOC and applicable accreditation certificates.
Therefore, pollution-control compliance is not merely a local administrative formality; it forms part of the documentation used in the ECHS hospital empanelment process.
What is the reported portal problem?
The Ex-Servicemen League has stated that the Pollution Control Board’s online portal had been non-functional from 1 August 2026, preventing the required documents from being uploaded and the clearance process from being completed.
The council also claimed that the technical problem could take additional time to resolve.
However, this point requires careful interpretation.
The portal-outage information currently comes from the Ex-Servicemen League’s account reported in the media. A separate official public notice from the Pollution Control Board confirming a continuous statewide shutdown from 1 August was not identified in the material reviewed.
Therefore, it is safer to describe this as a reported technical or online processing problem, rather than treating a complete portal shutdown as independently established.
What relief have veterans demanded?
The Ex-Servicemen League has asked Army/ECHS authorities for a one-time three-month waiver or temporary extension of Harihar Hospital’s ECHS arrangement.
The purpose is to allow beneficiaries to continue receiving treatment while the hospital completes the pending administrative requirements.
The council has also asked that the pollution-clearance application be processed on priority and, if necessary, through an alternative manual procedure if online processing remains unavailable.
Importantly:

At present, it remains a request made by the veterans’ body, not an approved benefit.
What does the 30 September 2026 ECHS deadline mean?

The Department of Ex-Servicemen Welfare issued an ECHS circular dated 27 July 2026 relating to revised CGHS rates for treatment at ECHS healthcare organisations. The official DESW circular list confirms this order as part of the current ECHS empanelment framework.
The broader revised-MoA process had been given time until 30 September 2026.
However, this general extension should not automatically be interpreted to mean that Harihar Hospital’s individual ECHS MoA remained valid until that date.
The reported Harihar case involves its own renewal and statutory-document requirements. A Harihar-specific ECHS order clarifying how the 27 July extension applies to this hospital has not been identified publicly.
Why does this matter to veterans?
ECHS operates through a network of polyclinics and empanelled civil hospitals. The official ECHS website states that the scheme has 30 Regional Centres and 448 ECHS polyclinics, while civil hospitals and diagnostic centres are empanelled to provide additional treatment facilities.
