Raksha Mantri Rajnath Singh ने 28 July 2026 को Indian Coast Guard personnel और उनके families से जुड़े दो policy reforms जारी किए।
पहला reform women officers की induction, Permanent Appointment और career progression से जुड़ा है। दूसरा reform duty के दौरान समुद्र में लापता होने वाले Coast Guard personnel के Next of Kin को ex-gratia compensation और terminal benefits दिलाने की प्रक्रिया आसान करता है।
Women officers के लिए क्या बदला?
नई policy Indian Coast Guard में officers की induction के लिए gender-neutral framework स्थापित करती है।
इसके तहत women candidates को:
- Short Service Appointment यानी SSA में अवसर मिलेगा।
- Permanent Appointment यानी PA में male candidates के समान अवसर मिलेगा।
- Training phase से career progression में समान consideration मिलेगी।
Short Service Appointment अब male candidates के लिए भी खोला गया है।
Existing women officers को क्या लाभ मिलेगा?
पहले से Permanent Appointment पर serving women officers को higher positions के लिए consider किया जा सकेगा।
यह promotion automatic नहीं होगा। Officer को संबंधित eligibility conditions पूरी करनी होंगी।
Short Service Appointment पर serving women officers को Permanent Appointment में conversion का option भी दिया जाएगा। यह conversion भी stipulated conditions पूरी करने पर निर्भर करेगा।
SSA और PA में क्या अंतर है?

Duty के दौरान समुद्र में लापता personnel को competent authority ex-gratia के purpose के लिए “presumed dead” घोषित कर सकेगी।
इससे Next of Kin को:

- Terminal benefits
- संबंधित administrative claims
की प्रक्रिया पूरी करने में मदद मिलेगी।
इस reform की जरूरत क्यों थी?
समुद्र में missing personnel के cases में body recovery या formal declaration में समय लग सकता है।
