Government service में आज केवल file movement और routine administration काफी नहीं है। Officers को policy analysis, data-based decision-making, stakeholder management, public finance, law, governance challenges और ethical leadership जैसी skills की भी जरूरत पड़ती है। इसी जरूरत को ध्यान में रखते हुए Department of Personnel and Training यानी DoPT ने IIM Calcutta के साथ मिलकर One-Year Executive Programme in Public Policy and Management, EPPPM के लिए official circular जारी किया है।
DoPT circular के अनुसार यह Long Term Domestic Training Programme है, जो 18 July 2026 से शुरू होगा। यह programme one-year hybrid mode में होगा, जिसमें online/live sessions के साथ IIM Calcutta campus में on-campus immersion भी शामिल है। Nominations/applications DoPT तक 15 July 2026 तक पहुंचनी चाहिए।
यह article उन eligible serving government officers के लिए है जो public policy, governance और management skills को structured तरीके से सीखना चाहते हैं।
सबसे पहले समझिए: यह job या vacancy नहीं है
इस update को सही तरीके से समझना जरूरी है। यह कोई government vacancy, recruitment या retired officers opportunity नहीं है। यह serving Group A government officers के लिए training/nomination programme है।
इसलिए इसे इस तरह नहीं समझना चाहिए:
- यह नौकरी नहीं है
- यह retired officers के लिए consultant vacancy नहीं है
- यह ex-servicemen resettlement course नहीं है
- यह placement programme नहीं है
- यह public admission course नहीं है
सही समझ यह है:
यह DoPT और IIM Calcutta का one-year public policy training programme है, जिसमें eligible serving Group A officers को proper cadre route, vigilance clearance और DoPT approval के बाद nominate किया जा सकता है।

कौन eligible है?
DoPT circular के अनुसार यह programme इन categories के officers के लिए open है:
- All India Services officers: IAS, IPS, IFoS
- Central Civil Services Group A officers
- State Civil Services Group A officers
- State Administrative Training Institutes के faculty members
- Central Training Institutes के faculty members
लेकिन केवल category में आने से eligibility complete नहीं होती। PDF में कुछ strict service-related conditions भी दी गई हैं।
Eligibility conditions क्या हैं?

यह point बहुत important है क्योंकि यह programme हर government employee के लिए open नहीं है। यह specifically eligible serving Group A officers के लिए है।
Last date और start date में confusion क्यों हो सकता है?
Circular में programme start date 18 July 2026 दी गई है, जबकि nominations/applications DoPT तक 15 July 2026 तक पहुंचनी चाहिए। यह gap केवल तीन दिन का है, इसलिए officers को तुरंत action लेना होगा।
Safe wording यह होगी:
Eligible officers should ensure that nominations/applications reach DoPT through the proper Cadre Controlling Authority route on or before 15 July 2026. The programme is scheduled to commence from 18 July 2026.
Application route कैसे होगा?
DoPT circular में nomination route बहुत clearly दिया गया है। Suitable eligible officers की nominations prescribed pro-forma में Cadre Controlling Authorities के through DoPT को भेजी जानी हैं। Candidates directly IIM Calcutta को apply कर सकते हैं, लेकिन DoPT को intimation देना होगा। Final selection formal application, Cadre Controlling Authority recommendation, Vigilance Clearance और DoPT की competent authority approval पर depend करेगा।
सरल भाषा में process इस प्रकार समझें:
- Officer अपनी eligibility check करे।
- Application form और statement of purpose prepare करे।
- Cadre Controlling Authority के through nomination route follow करे।
- Vigilance clearance और Part-B details complete हों।
- Application DoPT Training Division तक 15 July 2026 तक पहुंचे।
- Shortlisting officer profile और statement of purpose के आधार पर होगी।
- Final selection DoPT approval और formal recommendation के बाद होगा।
Course fee कितना है और कौन pay करेगा?
Programme fee ₹3.35 lakh + GST per participant है। Circular के अनुसार fee में course material, IIMC library और e-resources access during campus stay, faculty costs, board and lodging, twin-sharing AC accommodation during campus modules, programme kit और networking dinners शामिल हैं।
Fee payment Cadre Controlling Authority द्वारा किया जाएगा। उदाहरण के तौर पर DoPT IAS, CSS और CSSS officers के लिए, MHA IPS officers के लिए और MoEF IFoS officers के लिए relevant Cadre Controlling Authority हो सकती है।
Course structure कैसा है?
Programme duration one year है। Delivery hybrid mode में होगी। Select Saturdays को live sessions होंगे, जिनका timing 6:45 PM से 9:45 PM बताया गया है। इसके अलावा IIM Calcutta campus में दो campus modules, प्रत्येक 3 days के होंगे।
यह structure इसलिए officer-friendly है क्योंकि officers को अपने current workplace से लंबे समय तक completely dislocate नहीं होना पड़ेगा। वे अपनी current assignment/posting continue करते हुए programme कर सकेंगे।
Course में क्या पढ़ाया जाएगा?
Programme modules public policy और governance को practical management approach के साथ जोड़ते हैं। Circular में ये modules दिए गए हैं:
- Public policy: theory, concepts and methods
- Quantitative methods and operations management for public policy
- Economic determinants of public policy
- Public finance and public policy
- Negotiations, conflict and leadership
- Law and public policy
- Political and social context of public policy
- Public policy and strategy
- Empirical cases and contemporary agendas
इन modules का practical value यह है कि officers केवल theory नहीं पढ़ेंगे, बल्कि policy problems को data, finance, law, administration और stakeholder management के साथ समझने की क्षमता develop कर सकेंगे।
यह programme officers के लिए क्यों useful हो सकता है?
आज government officers को कई complex areas में काम करना पड़ता है:
- public welfare delivery
- digital governance
- climate and infrastructure challenges
- budget constraints
- inter-departmental coordination
- citizen grievances
- court and regulatory issues
- policy implementation gaps
- data-based governance
- federal coordination
ऐसे environment में public policy और management की structured training officers को better decision-making, better policy design और better implementation capacity दे सकती है।
Attendance और certificate rules क्या हैं?
Programme complete करने के लिए participant को कम से कम 75% overall attendance रखनी होगी। Evaluation examinations, assignments और class participation के basis पर होगी।
Certificate दो प्रकार से मिल सकता है:
- Certificate of successful completion
- Certificate of participation
अगर participant exams में appear नहीं करता, तो result incomplete माना जाएगा और certificate नहीं मिलेगा।
इसलिए officers को इसे casual weekend course की तरह नहीं, बल्कि serious long-term academic programme की तरह लेना चाहिए।
Placement assistance मिलेगी या नहीं?
यह एक बहुत important caution है। Circular में साफ लिखा है कि IIM Calcutta does not provide placement assistance to Long Duration Programme participants.
इसलिए यह programme career placement के लिए नहीं, बल्कि serving government officers की governance और policy capability development के लिए है।
Bond condition क्या है?
Programme join करने से पहले officer को bond execute करना होगा। Circular के अनुसार अगर officer programme complete नहीं करता, duty पर वापस नहीं आता, resign या retire करता है, service छोड़ता है, या programme complete करने के बाद 5 years के अंदर service छोड़ता है, तो government द्वारा खर्च की गई amount interest के साथ recover की जा सकती है।
यह सबसे serious condition है। Officers को apply करने से पहले यह देखना चाहिए कि वे programme complete कर सकते हैं और programme के बाद required service obligation निभा सकते हैं।
