Central government employees के लिए Children Education Allowance यानी CEA और Hostel Subsidy से जुड़ा एक important clarification सामने आया है। DoPT ने 30 June 2026 को एक corrigendum जारी किया है, जिसमें CEA और Hostel Subsidy की reimbursement wording को correct किया गया है।
सबसे जरूरी बात यह है कि CEA ₹2,812.50 per month per child fixed रहेगा, लेकिन Hostel Subsidy ₹8,437.50 fixed payment नहीं है। Hostel Subsidy में employee को ₹8,437.50 per month per child या actual boarding and lodging expenditure — इनमें जो कम होगा, वही मिलेगा। DoPT के 30 June 2026 corrigendum में यही corrected wording दी गई है।
यह correction इसलिए important है क्योंकि earlier 25 April 2024 clarification में DA 50% होने के बाद certain allowances में 25% increase बताया गया था और CEA के साथ Hostel Subsidy को भी ₹8,437.50 per month fixed wording में लिखा गया था। अब corrigendum के बाद Hostel Subsidy को clearly ceiling-based reimbursement के रूप में समझना होगा।
यह नया allowance नहीं, correction है
सबसे पहले employees को यह समझना चाहिए कि यह कोई नया allowance नहीं है। यह DoPT corrigendum है, जो reimbursement provision को correct करता है।
DA 50% होने के बाद 7th CPC-linked allowance rules के तहत certain allowances में 25% increase लागू हुआ था। DoPT के 25 April 2024 clarification में CEA ₹2,812.50 per month और Hostel Subsidy ₹8,437.50 per month बताई गई थी। अब 30 June 2026 corrigendum ने Hostel Subsidy के लिए wording बदलकर clear किया है कि यह actual expenditure या ceiling में से lower amount के आधार पर reimbursed होगी।
इसलिए practical takeaway यह है:
CEA fixed है, Hostel Subsidy ceiling है।
पहले rates क्या थे?
DoPT के 17 July 2018 consolidated instructions के अनुसार Children Education Allowance ₹2,250 per month per child था और Hostel Subsidy ₹6,750 per month per child थी। उसी order में यह भी बताया गया था कि DA revised pay structure पर 50% बढ़ने पर CEA और Hostel Subsidy rates में 25% increase होगा।
अब revised rates क्या हैं?
DA 50% होने के बाद revised rates इस प्रकार समझने चाहिए:

DoPT corrigendum के अनुसार CEA reimbursement ₹2,812.50 per month fixed per child रहेगा, irrespective of actual expenses incurred by the government employee. लेकिन Hostel Subsidy के लिए reimbursement ₹8,437.50 per month per child या actual expenditure incurred on boarding and lodging, whichever is lower होगा।
CEA fixed होने का मतलब क्या है?
Children Education Allowance यानी CEA में employee को school education-related claim के लिए fixed amount मिलता है। DoPT corrigendum में साफ लिखा गया है कि CEA का reimbursement ₹2,812.50 per month fixed per child रहेगा, चाहे actual educational expense उससे कम या ज्यादा हो।
सरल भाषा में:
अगर eligible employee CEA claim करता है, तो CEA amount fixed है। Actual school fee या education expense से CEA amount reduce नहीं होगा, subject to existing eligibility rules.
Hostel Subsidy ceiling होने का मतलब क्या है?
Hostel Subsidy में अब सबसे बड़ा clarification यही है कि यह fixed amount नहीं है। यह maximum ceiling है।
अगर hostel boarding and lodging का actual खर्च ₹8,437.50 per month से ज्यादा है, तो employee को maximum ₹8,437.50 per month per child तक ही reimbursement मिलेगा।
लेकिन अगर actual hostel boarding and lodging expense ₹8,437.50 से कम है, तो employee को actual खर्च के हिसाब से ही reimbursement मिलेगा।

यानी Hostel Subsidy में सही rule है:
Actual expenditure or ₹8,437.50, whichever is lower.
क्या recovery हो सकती है?
DoPT corrigendum में direct “recovery” word नहीं लिखा गया है। इसलिए article में यह नहीं कहना चाहिए कि “recovery निश्चित रूप से होगी।”
लेकिन practical issue यह है कि अगर किसी employee को Hostel Subsidy fixed amount मानकर ₹8,437.50 per month मिल गई हो, जबकि actual boarding and lodging expense उससे कम था, तो department records verify कर सकता है और excess payment का adjustment या recovery service rules के अनुसार हो सकता है।
Safe wording यही रहेगी:
Corrigendum के बाद departments Hostel Subsidy claims को actual boarding and lodging expenditure या ceiling limit, whichever is lower, के आधार पर process कर सकते हैं.
कौन से employees इस update को जरूर पढ़ें?
यह update उन employees के लिए important है जो:
- Children Education Allowance claim करते हैं
- Hostel Subsidy claim करते हैं
- DA 50% होने के बाद revised CEA/Hostel Subsidy amount ले रहे हैं
- Central Government departments में service कर रहे हैं
- Defence civilian, railway या अन्य central government establishments में हैं
- अपने बच्चों के hostel expenses का reimbursement claim कर रहे हैं
Armed Forces personnel और defence establishments के लिए applicability संबंधित service/departmental adoption order और internal instructions के अनुसार verify करनी चाहिए।
2018 और 2024 orders क्यों important हैं?
DoPT के 2018 consolidated instructions CEA और Hostel Subsidy की मूल conditions बताते हैं। इन instructions में CEA/Hostel Subsidy को two eldest surviving children तक limit करने और rates को DA 50% होने पर 25% increase करने की बात दी गई थी।
25 April 2024 clarification ने DA 50% होने के बाद revised rates को clarify किया था। लेकिन उसी wording में Hostel Subsidy fixed की तरह लिखा गया, जिसे 30 June 2026 corrigendum ने correct किया।
इसलिए तीन documents को साथ में समझना जरूरी है:
- 17 July 2018 order — basic CEA/Hostel Subsidy rules
- 25 April 2024 clarification — DA 50% के बाद 25% increase
- 30 June 2026 corrigendum — Hostel Subsidy fixed नहीं, ceiling-based reimbursement
Employees claim भरते समय क्या ध्यान रखें?
Hostel Subsidy claim करते समय employees को अब ये points जरूर ध्यान में रखने चाहिए:
- Hostel Subsidy को fixed payment न समझें
- Actual boarding and lodging expenditure का proof रखें
- ₹8,437.50 केवल maximum ceiling है
- Claim actual expense या ceiling, whichever is lower, के आधार पर होगा
- Department अगर supporting documents मांगे, तो hostel receipt/certificate ready रखें
- CEA और Hostel Subsidy को एक जैसा fixed benefit न मानें
- Previous payments में excess amount का issue हो तो department से clarification लें
Employees के लिए simple calculation
CEA calculation
CEA = ₹2,812.50 per month per child fixed
Example:
Eligible child के लिए CEA claim approved है, तो amount ₹2,812.50 per month होगा, subject to existing conditions.
Hostel Subsidy calculation
Hostel Subsidy = actual boarding/lodging expenditure or ₹8,437.50, whichever is lower
Example:
Actual hostel expense ₹7,500 है, तो reimbursement ₹7,500 होगा।
Actual hostel expense ₹9,000 है, तो reimbursement ₹8,437.50 होगा।
Divyang children और other conditions
DoPT के 2018 instructions में Divyang children के लिए CEA double rate पर payable होने की बात दी गई थी। 2018 instructions में यह भी बताया गया था कि CEA/Hostel Subsidy generally two eldest surviving children तक claim की जा सकती है, subject to existing exceptions and conditions.
30 June 2026 corrigendum में यह भी कहा गया है कि 17 July 2018 और 25 April 2024 OMs की बाकी terms and conditions unchanged रहेंगी।
इसका मतलब है कि corrigendum केवल Hostel Subsidy reimbursement wording को correct करता है। बाकी eligibility, documentation और claim conditions पुराने orders के अनुसार ही रहेंगी।
क्या employees को panic करना चाहिए?
नहीं। यह update panic करने वाला नहीं, बल्कि claim correctly समझने वाला है।
CEA में कोई negative change नहीं है। वह fixed रहेगा।
Hostel Subsidy में सिर्फ इतना समझना है कि यह automatic fixed ₹8,437.50 नहीं है। यह actual boarding and lodging expenditure या ₹8,437.50, whichever is lower, के आधार पर मिलेगा।
अगर employee ने सही actual expense के अनुसार claim किया है, तो उसे unnecessary चिंता की जरूरत नहीं है।
Final view
DoPT का 30 June 2026 corrigendum central government employees के लिए important clarification है। इससे CEA और Hostel Subsidy के बीच का फर्क साफ हो गया है।
Children Education Allowance ₹2,812.50 per month per child fixed रहेगा।
Hostel Subsidy ₹8,437.50 fixed नहीं है। यह maximum ceiling है, और reimbursement actual boarding/lodging expenditure या ₹8,437.50 — इनमें जो कम होगा, उसी आधार पर होगा।
Central government employees, defence civilian employees, railway employees और अन्य eligible staff को claim करते समय इस corrected rule को ध्यान में रखना चाहिए। Hostel Subsidy claim में actual expense proof और ceiling calculation दोनों important होंगे।
