Central Government ने festive season से पहले दो महत्वपूर्ण bonus decisions जारी किए हैं। Railway employees के लिए 78 days Productivity Linked Bonus (PLB) मंजूर किया गया है, जबकि eligible Central Government employees के लिए 30 days Non-Productivity Linked Bonus (Ad-hoc Bonus) का आदेश जारी हुआ है।
लेकिन इन घोषणाओं के साथ एक महत्वपूर्ण सवाल भी सामने आता है—जब salaries, prices और रोजमर्रा का खर्च बढ़ा है, तो maximum bonus amount वर्षों से लगभग उसी स्तर पर क्यों बना हुआ है?
Official records की तुलना करने पर पता चलता है कि Railway employees के लिए ₹17,951 का maximum PLB वर्ष 2019-20 में भी था और 2025-26 में भी वही है। इसी तरह Central Government Non-PLB Bonus की ₹7,000 monthly calculation ceiling भी नहीं बदली, जिससे 30 days का maximum calculated bonus ₹6,908 ही बनता है।
Railway employees को 2026 में कितना PLB मिला?
Union Cabinet ने 14 October 2026 को financial year 2025-26 के लिए eligible Railway employees को 78 days PLB देने की मंजूरी दी।
Official announcement के अनुसार:
- Beneficiaries: 11,40,770 Railway employees
- PLB: 78 days
- Maximum amount: ₹17,951 per eligible employee
- Total financial implication: ₹2,009.61 crore
यह benefit non-gazetted Railway employees की विभिन्न eligible categories के लिए है.
2019-20 में भी Railway Bonus ₹17,951 था
यहां comparison महत्वपूर्ण हो जाता है।
Financial year 2019-20 के लिए भी Government ने Railway employees को 78 days PLB दिया था। उस समय prescribed wage calculation ceiling ₹7,000 per month थी और maximum payment ₹17,951 था.

यानी 2019-20 से 2025-26 तक छह financial years के अंतर के बावजूद maximum Railway PLB amount में कोई वृद्धि नहीं दिखती।
Central Government employees के लिए 30 days Non-PLB Bonus
Ministry of Finance, Department of Expenditure ने 15 October 2026 को financial year 2025-26 के लिए Non-Productivity Linked Bonus का Office Memorandum जारी किया है।
यह 30 days का Ad-hoc Bonus Group C और non-gazetted Group B Central Government employees के लिए है, जो किसी Productivity Linked Bonus Scheme के तहत covered नहीं हैं। Applicable rules के तहत eligible Central Para Military Forces और Armed Forces personnel भी इस scheme में आते हैं.
Calculation ceiling अभी भी: ₹7,000 per month है।
इसलिए 30 days bonus की calculation होती है:
₹7,000 × 30 ÷ 30.4 = ₹6,907.89
Rounded amount: ₹6,908
2020 में भी यही ₹6,908 था
21 October 2020 के Department of Expenditure order में financial year 2019-20 के लिए भी:
- 30 days Non-PLB Bonus
- ₹7,000 monthly calculation ceiling
- Maximum calculated amount ₹6,908 था.
इसलिए comparison इस प्रकार है:

समस्या Bonus Days की नहीं, Calculation Ceiling की है
यहां एक महत्वपूर्ण technical point समझना जरूरी है।
Government ने Railway employees के लिए 78 days और Non-PLB employees के लिए 30 days का bonus दिया है। इसलिए केवल days देखकर यह नहीं कहा जा सकता कि calculation कम है।
मुख्य मुद्दा है bonus calculation के लिए इस्तेमाल होने वाली ceiling।
Railway PLB के पुराने 2019-20 order में ₹7,000 monthly wage calculation ceiling साफ दर्ज थी। Central Government Non-PLB Bonus में भी ₹7,000 ceiling के कारण maximum 30-day amount ₹6,908 बनता है.
जब ceiling नहीं बढ़ती, तो कर्मचारी की actual salary बढ़ने के बावजूद maximum bonus उसी स्तर पर बना रह सकता है।
महंगाई बढ़ने पर Bonus की real value का क्या होता है?
₹17,951 या ₹6,908 की nominal value वही दिखाई देती है, लेकिन इतने वर्षों में वस्तुओं और सेवाओं की कीमतें बढ़ने से इसकी purchasing power कम हो सकती है।
उदाहरण के लिए gold, fuel, food, housing और अन्य household expenses के prices 2019-20 के मुकाबले आज अलग स्तर पर हैं। इसलिए वही fixed bonus amount आज उतनी वस्तुएं या सेवाएं नहीं खरीद सकता जितनी कुछ वर्ष पहले खरीद सकता था।
यह distinction महत्वपूर्ण है:
Nominal Bonus: रकम रुपये में कितनी है।
Real Value: उस रकम से वास्तव में कितना खरीदा जा सकता है।
इसी कारण bonus की चर्चा केवल “78 days” या “30 days” तक सीमित रखने के बजाय calculation ceiling की periodic review पर भी होनी चाहिए।
क्या Government ने Bonus बढ़ाने की घोषणा की है?
नहीं।
2025-26 के current orders में Railway PLB के लिए maximum ₹17,951 और Non-PLB Bonus के लिए ₹7,000 calculation ceiling के आधार पर ₹6,908 ही लागू है।
अभी तक इन official orders में calculation ceiling बढ़ाने की कोई नई घोषणा नहीं की गई है.
Employees के लिए असली सवाल क्या है?
Bonus का मिलना निश्चित रूप से eligible employees के लिए financial support है, खासकर festive season में। लेकिन official figures की historical comparison एक policy question जरूर खड़ा करती है:
क्या वर्षों से unchanged bonus calculation ceiling को salary levels और cost of living को देखते हुए समय-समय पर review किया जाना चाहिए?
यह मांग या policy decision अलग विषय है। फिलहाल confirmed position यही है कि 2025-26 के लिए bonus sanction हो चुका है, लेकिन calculation framework में ऐसी वृद्धि नहीं हुई जिससे maximum amount बढ़े।
