ECHS Smart Card Update: New Rules for Old, Duplicate and Ineligible Cards

The Ex-Servicemen Contributory Health Scheme has issued an important smart card-related update that many veterans, dependents and defence families should understand carefully. The update is linked to the disposal of 16KB, 32KB and 64KB ECHS smart cards, but it should not be misunderstood as a general cancellation of valid cards.

The real message is different. ECHS has laid down a proper administrative route for handling cards that are old, duplicate, deposited at polyclinics, or no longer valid because the beneficiary or dependent is no longer eligible.

This is a useful welfare update because ECHS smart cards are not just plastic identity cards. For many ex-servicemen and their families, these cards are the gateway to medical treatment, polyclinic access, referral support and cashless healthcare facilities. Any confusion around card validity can create unnecessary worry, especially among senior veterans, widows and dependent family members.

What is the latest ECHS smart card update?

The Central Organisation ECHS letter dated 19 June 2026 deals with the disposal of 16KB, 32KB and 64KB ECHS smart cards.

The letter notes that some ex-servicemen or primary beneficiaries have deposited ECHS cards at polyclinics for different reasons. To avoid misuse, pending records or confusion in the ECHS system, a structured procedure has been prescribed for destruction and electronic blocking of such cards.

This means the policy is mainly about cleaning up the card record system and ensuring that invalid or unnecessary cards are properly destroyed and blocked.

This does not mean every card holder has to surrender the card

The most important point for beneficiaries is simple: if your ECHS card is valid and you are eligible, this policy does not mean that your card is being cancelled.

The policy applies to specific categories of cards that have already been deposited at polyclinics or are no longer required due to eligibility, replacement, duplication or beneficiary status.

Many beneficiaries may read the phrase “disposal of smart cards” and become worried. But the order is not asking all ECHS members to return their cards. It is asking Station HQs, polyclinics and Regional Centres to follow a defined system for cards that fall under the listed disposal categories.

Which ECHS cards are covered under the disposal policy?

The document covers 16KB, 32KB and 64KB ECHS smart cards.

The card may be taken up for disposal if it falls under one of the mentioned reasons, such as:

Old 16KB or 32KB ECHS card after replacement, dependent son crossing the age of 25 years and becoming ineligible, married daughter no longer eligible under the applicable rules, duplicate card issued, death of beneficiary, beneficiary taking medical facilities from another organisation, or any other reason because of which the dependent is no longer eligible.

This makes the policy wider than just “old card replacement.” It also covers life events and eligibility changes that may make a card invalid.

For defence families, this is important because dependent status can change over time. A card issued earlier may not remain valid forever if the eligibility condition changes.

What role will Station HQ play?

As per the document, Station HQs have to convene a Board on a monthly basis for destruction of ECHS cards for polyclinics under their area of responsibility.

This adds a formal layer to the process. Cards are not to be casually thrown away or handled informally. They are to be placed before a proper Board for destruction.

This is a necessary safeguard because an ECHS smart card contains identity and benefit-linked information. If old or invalid cards are not handled properly, they can create administrative confusion or possible misuse.

What will the polyclinic do?

The polyclinic has a very important role in this process.

It has to first ensure that the deposited card falls only under the categories mentioned in the policy. After that, the polyclinic must prepare a monthly list of ineligible ECHS cards and produce those cards before the Board of Officers convened by the Station HQ.

This means the polyclinic is the first checking point. It cannot treat every deposited card in the same way. It has to verify the reason and prepare the list accordingly.

For beneficiaries, this also means that if there is any confusion regarding eligibility or card status, the parent polyclinic remains an important place for clarification.

What happens after the card is destroyed?

After the Board physically destroys the cards, the final list of destroyed cards is forwarded to Station HQ, with a copy to the Regional Centre.

The Regional Centre then electronically blocks the cards after receiving the Board proceedings and the list of destroyed cards.

This step is important. Physical destruction alone is not enough. The card also has to be blocked in the system so that it cannot remain active in ECHS records.

The format mentioned in the document includes the card number, name, whether the person is ESM or dependent, and the reason for blocking.

This makes the process traceable and reduces the chances of a destroyed card remaining active in records.

Why this update matters for ex-servicemen and dependents?

ECHS is a welfare lifeline for defence pensioners and their families. Small errors in card records can create problems during treatment, referral, billing or identity verification.

A card may become invalid due to death, duplicate issuance, dependent ineligibility or shifting to another medical facility. If such cards are not removed from the active system, records may remain cluttered and incorrect.

The new procedure helps ECHS maintain cleaner records. It also protects genuine beneficiaries by reducing scope for duplicate or invalid card usage.

For senior veterans and widows, clarity is especially important. They should not panic after hearing about “card disposal.” The policy is not aimed at troubling genuine members. It is aimed at regularising card records and blocking cards that should no longer remain active.

Separate update: Forgot password for 64KB ECHS smart card application

Another important ECHS update dated 10 June 2026 deals with forgotten passwords for the online 64KB smart card application.

This is a practical problem for many beneficiaries. Several ex-servicemen and primary beneficiaries forget their login credentials while applying online or checking the status of their card application.

The ECHS policy says that beneficiaries can reset the password through the registered email ID by generating an OTP. They can also reset it through security questions.

If OTP is not received or the answers to security questions are not known, the beneficiary has to send an email from the registered email ID with the subject “FORGET PASSWORD” along with service number or registered mobile number to CO ECHS or the respective Regional Centre.

If the beneficiary does not have a registered email ID, a copy of PPO is required for verification.

This update is very useful for those who are stuck at the online application stage and are unable to access their account.

What beneficiaries should check now?

ECHS beneficiaries should keep a few things in mind.

First, check whether your card is valid and whether your dependent details are updated. Second, ensure that your registered mobile number and email ID are correct in the ECHS system. Third, do not hand over your card to anyone casually. Fourth, if your card is old, duplicate, damaged or linked to an ineligible dependent, contact the parent polyclinic or follow official ECHS channels.

Beneficiaries should also avoid relying on unofficial agents or social media rumours for password reset, card blocking or eligibility matters. ECHS has official portals, official email routes and Regional Centres for these issues.

The larger meaning of the update

This update shows that ECHS is trying to strengthen the full lifecycle of smart cards. A card is not only about application and printing. It also has to be managed when data changes, when a duplicate is issued, when a dependent becomes ineligible, when a beneficiary passes away, or when the card is no longer required.

The disposal policy deals with the end stage of card validity. The forgot-password policy deals with access to the online application system. Together, both updates are meant to make the ECHS smart card system more disciplined and beneficiary-friendly.

Final takeaway

The 19 June 2026 ECHS smart card disposal policy should be understood correctly. It does not cancel valid ECHS cards. It lays down a process for proper destruction and electronic blocking of old, duplicate, ineligible or no-longer-required smart cards.

The 10 June 2026 forgot-password policy is also important because it gives beneficiaries a clearer route to regain access to their online 64KB smart card application.

For ex-servicemen, dependents and defence families, the message is simple: keep your ECHS card details updated, use only official channels, and do not panic over the word “disposal.” The policy is about protecting the system, not denying genuine beneficiaries their healthcare rights.
