MoD’s 100-point scale: Documents now decide compassionate jobs!

When a government employee or defence-linked employee dies in service, the family does not only face emotional shock. It also faces a sudden financial question: how will the household survive now? School fees, medical expenses, rent, loans, daughters’ marriage, old parents and daily needs do not stop after a tragedy. This is why compassionate appointment exists

Compassionate appointment is not a normal recruitment process. It is a welfare measure meant to help a family that has lost its earning member or is facing crisis after medical invalidation. But because vacancies are limited and many families apply, the government needs a fair way to decide which family is in the most urgent need.

This is where the Ministry of Defence’s revised 100-point merit scale becomes important.

As per the MoD order reproduced by StaffNews, the existing 100-point scale used to assess candidates for compassionate appointment in various Headquarters of the Ministry of Defence has been reviewed. The update adds additional grace points and merit points to the earlier scheme dated 9 January 2018. It also consolidates or amends weightage for delayed cases where death or disablement took place long ago.

In simple language, the new system tries to make the process more objective. Instead of deciding only on emotional appeal, the family’s financial condition is assessed through clear parameters. The lower the financial support available to the family, the higher the points may be. The higher the hardship, the stronger the priority.

The revised scale gives weightage to several factors. These include basic family pension or monthly pension amount, lump sum benefits received after death, annual income from property or other family members, movable and immovable assets, number of dependents, number of unmarried daughters, number of minor children, and left-over service at the time of death or medical invalidation. The revised MoD framework also includes additional grace points in special hardship situations.

This matters because many families do not understand why one case gets priority and another remains pending. In compassionate appointment, every case is painful, but the system has to identify which family is financially more distressed. A family with very low pension, no property income, more dependents, unmarried daughters and minor children will naturally need greater support than a family with higher pension, large assets or other earning members.

One important parameter is family pension or monthly amount received under NPS. The MoD scale gives up to 20 points under this head, with lower pension slabs getting higher points. Similarly, lump sum benefits received after death, such as gratuity, GPF or PPF balance, leave encashment, insurance and similar payments, are also considered. Lower lump sum support gets higher points because it indicates greater immediate hardship.

The system also considers annual income from movable or immovable property and income from other earning family members. This is important because compassionate appointment is meant for financial distress, not automatic family succession. If another family member is earning and supporting the family, or if the family has income from property or assets, that will affect the merit score.

However, the existence of an earning member does not automatically close the door in every case. DoP&T guidelines say that in deserving cases, even where there is already an earning member in the family, a dependent family member may still be considered with proper approval, after checking dependents, assets, liabilities, income and whether the earning member is actually supporting the family.

This is where documentation becomes crucial. Families should not depend on verbal explanations. They must keep pension sanction details, terminal benefits records, bank statements, income certificate, property income details, dependency certificate, documents of unmarried daughters, minor children records, disability documents if applicable, death certificate or medical invalidation papers, and all official communication.

The revised system also includes additional grace points. As per the MoD order reproduced by StaffNews, grace points may be available in special situations such as both parents having expired, the widow applying for compassionate appointment herself, or a dependent family member being differently abled.

This is an important humane addition because not all hardship is visible only through money. A widow managing the household alone, a family with disability, or children who have lost both parents may need special recognition in the scoring process. Grace points can help such families get a fairer assessment.

The revised model also deals with delayed applications. DoP&T guidelines provide that compassionate appointment applications may be considered without a strict time limit, subject to vacancy and merit, but delayed cases must be examined carefully because the scheme is meant to help families during sudden financial crisis. The MoD update includes time-based merit points for applications received after death, giving more points to cases closer to the date of death and fewer points to older cases.

This does not mean old cases are automatically rejected. It means families must explain why support is still needed and provide proper documents to show continuing hardship.

Another key part is tie-breaking. If two candidates get equal marks and both cannot be accommodated against available vacancies, the MoD framework provides tie-breaking factors. The order says the tie-breaking system should be used only when candidates have equal marks and cannot all be accommodated.

This is practical because compassionate appointment vacancies are limited. A transparent tie-break system reduces confusion and helps families understand why one case moved ahead.

But families must also understand one hard truth. Compassionate appointment is not a guaranteed job. It is not a right that automatically comes after death or medical invalidation. DoP&T’s compiled guidelines refer to court principles that compassionate appointment is meant to help a family tide over sudden crisis, and offering it as a matter of course irrespective of financial condition is legally impermissible.

This is why the new 100-point scale should be seen as a priority system, not an automatic appointment order. It helps decide who needs support most urgently, but the final outcome still depends on eligibility, vacancy, merit score, documentation and departmental rules.

For defence families, widows and dependents, the biggest takeaway is simple: prepare the file properly. A weak file can reduce points even if the family is genuinely suffering. Missing pension details, unclear income certificates, incomplete dependency documents or wrong information about assets can delay the case or weaken priority.

The best approach is to make a clean checklist. First, collect all service and death or medical invalidation documents. Second, collect pension and terminal benefit details. Third, prepare family dependency proof. Fourth, document income and assets honestly. Fifth, keep disability, widow status, unmarried daughter and minor child records ready wherever applicable. Sixth, submit the application through the correct administrative channel and keep acknowledgement.

This update can help families only if they understand how the score works. The process is now more document-driven. That is good for transparency, but it also means families must be careful, organised and truthful.

In the end, compassionate appointment is not about favour. It is about helping the most distressed family survive a sudden crisis. The MoD’s revised 100-point merit scale can bring more clarity to that process. But the real benefit will reach families only when departments guide applicants properly and families submit complete documents on time.

For every defence-linked family facing such a situation, the message is clear: do not wait, do not rely only on verbal advice, and do not submit an incomplete file. In this system, every document matters, every point matters, and the right preparation can save months of hardship.
