MoD Big Pension Relief: Pre-2006 Honorary Naib Subedar Havildars Get Revised Pension

For many defence pensioners, one of the biggest frustrations is not just the pension amount itself, but the long wait for fairness when an old anomaly remains unresolved for years. That is why this Ministry of Defence letter is important. It is not just another file movement. It is a policy correction that directly affects a specific group of retired soldiers who had long argued that their honorary rank benefit should also reflect properly in pension.

In a significant move, the Government has decided to revise the pension of pre-01.01.2006 retiree Havildars who were granted the honorary rank of Naib Subedar. This step follows legal developments and extends an earlier pension benefit to a category that had remained outside its practical reach for years. For affected pensioners and their families, this is more than a technical order. It is a recognition of service, rank honour, and financial justice.

What the government has decided

The Ministry of Defence letter dated 21 February 2020 explains that an earlier policy dated 12 June 2009 had treated the honorary rank of Naib Subedar granted to Havildars as a notional promotion to the higher grade for the purpose of pension fixation. However, that benefit had originally been applied only to those who retired on or after 01.01.2006.

The new decision changes that position for a section of older retirees. The ministry says the issue was examined again after some pre-2006 retired Havildars granted honorary Naib Subedar rank approached the courts. It specifically refers to the AFT Chandigarh order dated 27.10.2017, which allowed the benefit to pre-2006 retirees as well. Following this, the Government decided to implement that direction and extend the 2009 policy benefit to these pensioners too, with effect from 01.01.2006.

Why this order matters

This order matters because it closes a gap that had created unequal treatment between similarly placed pensioners. A soldier who received the honorary rank of Naib Subedar before 2006 had a weaker pension position than someone in a similar category after 2006, even though the honorary recognition itself carried official value. That mismatch had become a serious grievance.

By extending the benefit backward to pre-2006 retirees from 01 January 2006, the ministry is effectively acknowledging that the pension structure needed correction. For many veterans, this is not just about numbers in a PPO. It is about whether the system gave proper financial effect to an honour officially granted during service.

What relief pensioners get

The letter gives some important practical relief. It authorises all pension disbursing agencies handling defence pensions to carry out the revision for the affected category and pay arrears on account of such revision. For pensioners who have 15 years or more of qualifying service, the revision is to be done without calling for any application and without any further authorisation from PCDA (P), Allahabad.

That is a major operational point. Often, pension relief exists on paper but pensioners spend months chasing offices, documents, and clarifications. Here, the government has stated that eligible cases should be processed administratively, which makes the order more meaningful in real terms.

Important limits and conditions

At the same time, the order is not an open-ended benefit. It contains several clear conditions.

First, no arrears are admissible for any period before 01.01.2006. So the benefit begins from that date and not earlier. Second, the letter clearly says no commutation of pension will be admissible on the additional amount arising from this revision. Third, it clarifies that the notional fixation of pay will not affect retirement gratuity already determined and paid at the time of discharge or invalidment.

The ministry also says that if any overpayment of pension is already under notice or under recovery, it can be adjusted against the arrears becoming due under this revision. If the pensioner has died before receiving the arrears, the Life Time Arrears will be paid in the usual manner.

What happens in special or less straightforward cases

The order mainly simplifies revision for those with 15 years or more qualifying service, but it separately notes that cases involving special pension, invalid pension, and service element of disability pension for honorary Naib Subedars with less than 15 years qualifying service would also need revision under these orders. However, such cases are to be referred to PCDA (P), Allahabad for issue of corrigendum PPO.

That means the order creates two paths. One is an easier automatic route for regular eligible pensioners with sufficient qualifying service. The other is a more controlled review route for special cases that need pension office intervention.

What the annexure shows

The annexure tables on pages 4 and 5 provide the actual revised pension figures based on length of service and group categories. Broadly, the tables separate pensioners into categories like Pre-2006 GP “X” and equivalent GP “A”, GP “Y” and equivalent GP “B”, “C”, “D”, and GP “Z” and equivalent GP “E”, “F”, “G”, “H”. The revised pension figures vary according to service length, with certain slabs receiving higher amounts at higher service brackets.

For readers, the key point is this: the benefit is not one flat figure for everyone. It depends on the pensioner’s service length and applicable group classification shown in the annexure.

A crucial safeguard in the order

The Ministry of Finance concurrence, recorded in the letter, adds an important ceiling. It says that the revised pension of an honorary rank Naib Subedar who retired before 01.01.2006 must not exceed the pension of an honorary rank Naib Subedar who retired on or after that date. It also must not exceed the pension of a regular Naib Subedar retired either before or after 01.01.2006.

This safeguard is important because it ensures that while the anomaly is corrected, the revision does not create a fresh imbalance against regular rank structures or later retirees.

This 2020 order is an important pension correction for a specific but significant category of defence pensioners. It recognises that honorary rank cannot remain only a ceremonial distinction when pension fixation is involved. By extending the 2009 benefit to pre-2006 retired Havildars granted honorary Naib Subedar rank, the Government moved to align pension treatment with legal direction and administrative fairness.

For affected veterans, the real value of this order lies in three things: recognition, revision, and relief. Recognition of the rank they were granted. Revision of the pension they were entitled to. And relief from the long uncertainty that often surrounds pension anomalies. That is why this letter deserves attention, not just as a government circular, but as a meaningful correction in the defence pension system.
