After the Union Budget 2026 was presented on 01 February 2026, lakhs of Central Government employees and pensioners expected some interim relief because the 8th Central Pay Commission implementation is getting delayed. The panel has been formed, but on-ground work, staffing, and operational pace have remained slow. In this video, we discuss the key development that surfaced immediately after the budget: a DoPT (Department of Personnel and Training) Office Memorandum dated 03 February 2026 linked to the 8th Central Pay Commission under the Department of Expenditure.

This DoPT OM confirms that the competent authority has approved the appointment of a Director for the 8th Pay Commission on deputation basis. As per the letter, an Indian Defence Accounts Service (IDAS) officer, Shri Ashish Yadav (IDAS 2012), has been approved for the Director post of the 8th CPC setup. The OM also references earlier DoPT instructions (17 August 2005) and states the officer must be relieved from the current posting and join the new assignment within three weeks. This is important because it indicates the administrative machinery for the 8th Pay Commission is now being put in place, and internal movement has started even though employees did not receive any direct relief in the Union Budget 2026.

At the same time, this slow pace has triggered strong reactions from employee federations and unions. The Confederation of Central Government Employees and Workers has already communicated to the Cabinet Secretary about dissatisfaction with the speed of the 8th Pay Commission process and has announced a one-day nationwide general strike on 12 February. Multiple unions and employee associations have shown support and are preparing for mass action to push the government for faster movement on pay revision, allowances, pension revision, and related service matters. Alongside pay commission demands, the Old Pension Scheme (OPS) movement is also intensifying. The National Movement for Old Pension Scheme is stepping up its campaign, adding more pressure on the government during a period when central employees are closely watching issues like pay hike, fitment factor, pay matrix revision, DA merger discussions, interim relief expectations, pension updates, DR (Dearness Relief) revision, NPS vs OPS debate, and overall wage revision roadmap after the 7th CPC.
