AIIMS Patna empanelled under ECHS: What veterans must confirm before treatment?

AIIMS Patna empanelled under ECHS: What veterans must confirm before treatment?

AIIMS Patna has formally announced its empanelment under the Ex-Servicemen Contributory Health Scheme (ECHS). The Memorandum of Understanding was signed between AIIMS Patna and Regional Centre ECHS Patna, creating a new institutional healthcare option for ex-servicemen and eligible dependants in Bihar and neighbouring areas.

SWN 07 (1)

This is an important development, particularly for veterans who may require specialist consultations, advanced investigations or hospital-based treatment.

However, beneficiaries should understand one critical distinction:

Empanelment is officially confirmed, but the complete AIIMS Patna-specific treatment procedure has not yet been made publicly clear.

In the official material reviewed at the time of publication, a detailed operating circular specifying the effective treatment date, approved departments, procedure list, referral workflow and package rates was not located. This does not mean internal instructions do not exist; patients should verify the latest position with their parent ECHS polyclinic or Regional Centre Patna before travelling.

Why is AIIMS Patna’s ECHS empanelment important?

ECHS provides medical support to eligible ex-servicemen and dependants through polyclinics, service hospitals and empanelled healthcare facilities. Its official guidance describes the scheme as providing cashless medical coverage through the authorised ECHS network.

AIIMS Patna’s inclusion could improve access to advanced medical facilities for beneficiaries living in Bihar and nearby regions. Depending on the approved scope, it may become useful for:

  • specialist and super-specialist consultations;
  • complex diagnostic investigations;
  • planned hospital admission;
  • treatment requiring multidisciplinary medical teams; and
  • cases that cannot be managed at a local polyclinic.

The actual benefit will depend on the specialities and procedures formally included under the agreement.

Can an ECHS beneficiary start treatment immediately?

The empanelment announcement confirms the institutional arrangement. It should not, by itself, be treated as a referral letter, treatment authorisation or confirmation that every department has started accepting ECHS patients.

Before booking travel or admission, beneficiaries should confirm:

  • whether the empanelment is operational for patient treatment;
  • whether the required department is included;
  • whether an AIIMS appointment is required;
  • whether the case requires referral or pre-authorisation; and
  • whether the proposed service will be cashless.

This is particularly important for beneficiaries travelling from distant districts who may otherwise incur avoidable travel, accommodation and consultation expenses.

Is a referral required for treatment at AIIMS Patna?

For planned treatment through an empanelled hospital, the usual ECHS route involves consultation at the parent polyclinic and referral when the required facility is unavailable there. Official ECHS guidance says that routine referrals generally have a validity of one month, while referrals for specified long-term conditions may remain valid for six months.

A revised ECHS clarification issued in March 2025 provides an important relaxation for beneficiaries aged 70 years and above. They may directly obtain OPD consultation and listed procedures or investigations at empanelled hospitals without taking a polyclinic referral. Unlisted procedures may still require approval under applicable rules.

Even where a referral exemption applies, beneficiaries should confirm that:

  • AIIMS Patna has started processing ECHS cases;
  • the concerned department is covered;
  • an AIIMS appointment is available; and
  • the recommended procedure falls within the authorised list.
What is the routine treatment route?

For planned cashless treatment, a beneficiary should generally follow this sequence:

Parent ECHS polyclinic
→ Medical examination and referral, where required
→ AIIMS Patna appointment
→ ECHS card and document verification
→ Pre-authorisation, where applicable
→ Authorised consultation, investigation or admission

Patients aged 70 years and above may have referral relaxation for eligible listed services, but appointment and treatment-authorisation requirements may still apply.

What happens during a medical emergency?

Official ECHS guidance allows a beneficiary to report directly to a service hospital or the nearest empanelled hospital during a genuine emergency. The beneficiary must establish identity through the ECHS smart card or temporary slip. The empanelled hospital is expected to inform the concerned ECHS polyclinic at the earliest and within the prescribed period.

During an emergency involving AIIMS Patna, the family should:

  1. Seek immediate medical care without delaying life-saving treatment.
  2. Present the valid ECHS smart card or temporary slip.
  3. Inform the parent or nearest ECHS polyclinic.
  4. Contact Regional Centre ECHS Patna where necessary.
  5. Preserve the emergency certificate, admission records and discharge summary.
  6. Confirm the billing and emergency-authorisation procedure.

The precise AIIMS Patna-specific emergency coordination process should be verified from the hospital and ECHS authorities.

Will treatment at AIIMS Patna be cashless?

ECHS policy generally requires an empanelled hospital to provide cashless treatment for authorised services. When an empanelled hospital asks an eligible beneficiary to deposit cash for an authorised admission, ECHS advises contacting the nearest polyclinic or the Director of the concerned Regional Centre for assistance.

However, “cashless” should not be interpreted as automatic coverage of every service.

Cashless treatment may depend on:

  • the approved scope of AIIMS Patna’s empanelment;
  • a valid ECHS card;
  • referral or age-based exemption;
  • an authorised procedure or investigation;
  • completion of pre-authorisation;
  • applicable ECHS or CGHS rates; and
  • compliance with admission and billing rules.

Services outside the approved package, unlisted procedures, optional upgrades or items exceeding applicable ceilings may be handled differently.

Can beneficiaries use AIIMS Patna as a government hospital without referral?

General ECHS guidance says beneficiaries may obtain OPD and inpatient treatment at government hospitals without a polyclinic referral, except for certain major treatments such as organ transplants, hip and knee replacement, cancer treatment, neurosurgery and cardiac surgery. Such cases are subject to the applicable referral and reimbursement rules.

That government-hospital route should not be confused with the newly announced ECHS empanelment route, which is intended to facilitate treatment under the agreed ECHS mechanism.

A patient seeking planned cashless care should therefore verify which route applies before admission.

What should a beneficiary confirm before travelling?

Patients should complete this verification before leaving home:

  • Has ECHS treatment under the new arrangement started?
  • Is the required speciality or department included?
  • Does the patient need an ECHS referral?
  • Does the 70-plus referral relaxation apply?
  • Is a separate AIIMS registration or appointment required?
  • Is the consultation, investigation or admission cashless?
  • Is pre-authorisation required?
  • Which documents must be carried?
  • Which hospital desk handles ECHS patients?
  • Whom should the family contact if treatment is refused or cash is demanded?

A verbal assurance from an unofficial person should not be treated as confirmation.

Which documents should patients carry?

Depending on the nature of treatment, beneficiaries should keep the following ready:

  • valid ECHS smart card or temporary slip;
  • polyclinic referral, where required;
  • AIIMS appointment or registration details;
  • government identity proof;
  • previous prescriptions;
  • diagnostic reports and scans;
  • discharge summaries;
  • present medicine list;
  • pre-authorisation documents, where applicable; and
  • emergency certificate and admission records in emergency cases.

Patients should carry original documents along with photocopies and retain digital copies on their phone or email.

What should a beneficiary do if cash is demanded?

ECHS states that authorised treatment at an empanelled hospital should be provided cashlessly under its policy. When a hospital asks for an unauthorised deposit, the beneficiary should contact the OIC of the nearest polyclinic or the Director of the Regional Centre.

The official ECHS directory currently lists Regional Centre Patna under Director Col Arun Lal, with telephone 06115-225955, mobile 9661567772 and email dirrcpatna@echs.gov.in. Because contact details can change, beneficiaries should verify them on the official ECHS directory before use.

Patients should not:

  • sign blank financial undertakings;
  • surrender original documents to an unauthorised person;
  • pay an agent for ECHS approval;
  • assume that a verbal reimbursement promise is binding; or
  • delay reporting an emergency admission.
What has not yet been publicly clarified?

The official announcement confirms empanelment, but the publicly accessible material reviewed did not clearly provide:

  • the precise operational start date;
  • the complete approved speciality list;
  • procedure-wise coverage;
  • package rates;
  • the dedicated AIIMS Patna ECHS desk;
  • appointment-booking instructions;
  • emergency billing workflow; or
  • rules for ongoing patients who started treatment before empanelment.

These details should be updated in the article when AIIMS Patna, Regional Centre Patna or Central Organisation ECHS releases an operating circular.

What should veterans not assume?

Beneficiaries should not automatically assume that:

  • every AIIMS Patna department is covered;
  • every patient can visit without referral;
  • all medicines and implants are free;
  • every investigation is cashless;
  • existing treatment will be reimbursed retrospectively;
  • private-room entitlement has changed;
  • every emergency charge will be accepted without documentation; or
  • the social-media announcement replaces official treatment authorisation.
Final guidance for veterans and dependants

AIIMS Patna’s formal empanelment under ECHS is a positive healthcare development for ex-servicemen and eligible family members.

It can potentially improve access to advanced care in Bihar and reduce the need for some patients to travel to distant metropolitan hospitals.

But the announcement should be used as confirmation of the institutional empanelment—not as blanket permission for every treatment.

Before travelling, beneficiaries should confirm three things:

Is the required department covered? Is a referral or authorisation required? Will the treatment be processed cashlessly?

Until detailed AIIMS Patna-specific instructions are publicly available, coordination with the parent ECHS polyclinic and Regional Centre Patna remains the safest approach.

Frequently asked questions
Has AIIMS Patna officially joined ECHS?

Yes. AIIMS Patna has officially announced its formal empanelment and the signing of an MoU with Regional Centre ECHS Patna.

Can every ECHS beneficiary visit AIIMS Patna directly?

Not necessarily. Planned treatment may require a referral or authorisation. Beneficiaries aged 70 years and above have referral relaxation for eligible OPD consultation and listed procedures under revised ECHS guidelines.

Will every treatment be cashless?

Cashless treatment generally applies to authorised services within the hospital’s approved empanelment scope. The complete AIIMS Patna-specific coverage should be confirmed before treatment.

Can a patient approach AIIMS Patna during an emergency?

A beneficiary may report directly to an empanelled hospital during a genuine emergency, present the ECHS card and ensure that the concerned polyclinic is informed within the prescribed period.

What should a patient do if the hospital demands cash?

Contact the OIC of the nearest ECHS polyclinic or the Director of Regional Centre Patna immediately.
