Retirement के बाद कई experienced government officers के सामने एक practical सवाल होता है — अब इतने वर्षों का administrative experience, noting-drafting skill, government rules की समझ और office management capability कहां उपयोग की जाए?
इसी संदर्भ में National Medical Commission यानी NMC की यह consultant vacancy retired government officers के लिए एक important opportunity है। Department of Personnel & Training यानी DoPT ने इस circular को अपनी official website पर wider publicity के लिए upload किया है। Official PDF के अनुसार applications retired Central Government officers से invited हैं, जो Pay Level 09, 10, 11, 12 या 13 के स्तर पर retired हुए हों, और application की last date 10 July 2026 है।
यह vacancy defence-specific नहीं है, लेकिन eligible retired defence officers और retired government officers इसे check कर सकते हैं, अगर वे official eligibility, age, pay level, experience और document conditions meet करते हैं।

यह vacancy किसके लिए है?
NMC ने retired Government Officers को Consultant के रूप में engage करने के लिए applications मांगी हैं। NMC circular के अनुसार eligible officers Central Government, State Government, PSUs, autonomous bodies, statutory bodies और semi-autonomous bodies से retired हो सकते हैं, लेकिन preference Central Ministries/Departments से retired officers को दी जाएगी। Official PDF में Pay Level 09 से 13 तक के retired officers का mention है।
इसका मतलब यह vacancy केवल general retired employees के लिए नहीं है। यह उन retired officers के लिए है जिनके पास government system में responsible administrative, establishment, policy, legal, RTI, procurement या service-rule related काम का अनुभव हो।
कितनी posts हैं?
Official NMC circular में Consultant के 06 posts बताए गए हैं। साथ ही NMC ने यह right रखा है कि requirement के अनुसार vacancies को increase या decrease किया जा सकता है।
इसलिए readers को यह समझना चाहिए कि 06 posts current notified position हैं, लेकिन final number NMC की requirement पर depend कर सकता है।
Minimum qualification क्या है?
Applicant के पास कम से कम Graduate Degree in any discipline होनी चाहिए। इसके अलावा applicant को Ministries, Departments और government organisations की functioning की अच्छी समझ होनी चाहिए। Circular में noting-drafting proficiency और Government Rules and Regulations की जानकारी को important condition के रूप में रखा गया है।
यह point बहुत important है, क्योंकि यह vacancy केवल degree-based नहीं है। इसमें real government-office experience की value ज्यादा है।
e-Office और computer knowledge क्यों बड़ा filter है?
Official circular में साफ लिखा है कि applicant के पास MS Office, MS Excel, MS PowerPoint, Internet और E-mail की very good working knowledge होनी चाहिए। सबसे important बात यह है कि e-Office module पर काम करने का experience must बताया गया है।
यह बात article के readers के लिए खास है। कई retired officers government administration में experienced होते हैं, लेकिन अगर e-Office experience clearly show नहीं किया गया, तो application weak हो सकती है।
किस type का experience चाहिए?
यह post उन retired officers के लिए ज्यादा suitable है जिनके पास government office functioning का practical experience है। NMC ने circular में जिन experience areas को mention किया है, वे हैं:

इससे साफ है कि NMC ऐसे retired officers चाहता है जो केवल advisory role में न बैठें, बल्कि actual file work, rule-based processing और administrative coordination को संभाल सकें।
Age limit क्या है?
Applicant की age closing date पर 64 years से कम होनी चाहिए। Closing date 10 July 2026 है, इसलिए age calculation इसी date के आधार पर देखी जाएगी।
जो retired officers apply करना चाहते हैं, उन्हें पहले अपनी age condition verify करनी चाहिए, क्योंकि यह basic eligibility filter है।
Engagement period कितना होगा?
Consultant engagement initially one year के लिए होगा। आगे NMC की requirement और consultant के performance review के आधार पर extension हो सकता है। लेकिन engagement superannuation के बाद कुल मिलाकर 5 years से ज्यादा extend नहीं होगा।
इसका मतलब यह permanent government job नहीं है। यह full-time contractual consultant engagement है।
Remuneration कैसे calculate होगा?
Official circular में remuneration formula दिया गया है:
Last pay drawn minus pension plus transport allowance
Transport allowance उस entitlement के अनुसार मिलेगा जो officer को retirement या superannuation के समय last pay drawn पर मिल रहा था, लेकिन उस पर Dearness Allowance नहीं मिलेगा। Official tour पर TA/DA entitlement retirement के समय की entitlement के अनुसार मिल सकता है।
Retired officers को apply करने से पहले अपना expected remuneration calculate कर लेना चाहिए, क्योंकि यह fixed salary vacancy की तरह नहीं है।
Leave और working hours क्या होंगे?
Consultant को हर completed month of service पर 1.5 days paid leave मिल सकती है। Leave accumulation calendar year से आगे allowed नहीं होगा।
Normal office timing 9:30 AM to 6:00 PM बताया गया है। लेकिन circular में यह भी साफ है कि work exigency के अनुसार timing change हो सकती है। Consultant को office hours के बाद work from home या holidays पर office attend करने की requirement भी हो सकती है, और इसके लिए additional remuneration नहीं मिलेगा।
इसलिए applicants को इसे relaxed retirement assignment की तरह नहीं, बल्कि full-time professional responsibility की तरह देखना चाहिए।
Selection process क्या होगा?
इस vacancy में written exam का mention नहीं है। Applications को experience और qualification के basis पर shortlist किया जाएगा। Final selection personal interview के basis पर होगा।
इसका मतलब है कि application form में experience section सबसे critical होगा। Retired officers को अपने relevant work को general language में नहीं, बल्कि role-specific तरीके से लिखना चाहिए।
